Clearly, the minorities are the ones that need to learn impulse control when it comes to firearms.
They just love to pop caps in each other over the silliest shit, like sneakers, coats, or if you give them a glance they consider disrespectful.
In conclusion, the only ones that should NOT have access to any firearms is peoples of color.
After all, if we can save just one little piece of shit from becoming a bigger piece of shit then we will have saved hundreds from their reign of terror.
