Where did you see the Yankees ranked 17th? I believe they are ranked in the top 10. John Sickels also put them in the top 10. Not only do they have Hughes, but Jose Tabata is suppsedly really good, and he's only 18. It's mostly pitchers that they have aside from Tabata.

BA had the Yankees system ranked 7th (Boston 9th, Mets 13th)
Baseball Prospectus had the Yankees system ranked 4th (Mets 8th, Red Sox 11th)
Hardball Times has the Yankees ranked 11th (Mets 8th, Red Sox 13th)
John Sickels has the Yankees ranked 6th (Red Sox 9th, Mets 17th)
