Making a vcd - What programs to use?

Kid a good quality encoder will have options for how fast you want it to go. Obviously highest quality is the slowest but some people do not want that especially if they have really slow processors. I found that a huge thing that slows it down is not checking noise correction. Holy shit does that slow it down.
