If I'm right and it is the "circling the airstrip" mission, here's some tips (and I'm just going from memory here)...
First of all, don't hold down the gas (X button if you're playing the PS2 version). Take your time, you don't need a perfect score. Hold down X when you see the next ring in front of you and you have a chance to speed up.
If you go through a ring and don't see the next one in front of you, turn HARD! The way they designed it, it's not really a circle but more of an oval (or rhombus?).
Also, don't worry about the R2 and L2 rudder (or whatever). Just use the joystick for the turns.
And when you finish this one, the next mission is to circle the airstrip AND land!
