To answer the question..
I'm actually uncertain... I'm a year behind in my reading so certain specifics escape me at the moment.. BUT..
The "Eleven general" was Haldir.. in the books one of the border gaurds that captured the company outside of Lothlorien in Fellowship... Jackson probably decided to include him as a low-level familiar face.. much as he combined Glorfindel's part at the Ford with the role of Arwen (primarily to avoid an overabundance of characters... AND paychecks..).
As far as the Elves reinforcing the Rohirrim.. Pete is both correct in that there were no elves.. and incorrect in that the Rohirrim who rode from Edoras DID receive reinforcements
Jackson is, I believe, having the Elves who reinforce the Mark in the film fulfill two roles from the book.
First.. the Riders who leave Edoras are reinforced prior to reaching Helm's deep.. Eomer and his riders meet up with them before the Warg attack. It is, in fact, Erkenbrand and local militia/riders Gandalf leads into the fray, not Eomer.
Second.. later, in Return of the King, after Gandalf confronts Saruman in Isengard, the Rangers of the North, accompanied by Elrond's sons Elladan and Elrohir, come to join Aragorn in his march to Gondor... (and to deliver his flag, sewn by Arwen)
I THINK Jackson brought the "elves" to Helm's deep to fill the role of the Rangers later in the story, and to free up Eomer's company to take Erkenbrand's place.. less character's.. and explaining how the Dunadan (Rangers and men of Gondor) are the descendants of Half-Elves who choose to be mortal.. the oft referred to "blood of Kings" or "high men", and that the Ranger's of the North acted as gaurdian of both Isildur's bloodline AND the untamed tracks beyond Gondor's borders.. MIGHT take a bit too long to explain in the movies.
Remember Jackson's going to have to take some creative liberties, but he'll still try to remain true to the spirit of the story... I hope...
