ken, everyone that i've seen on tv discussing this matter says that desperate people, almost never resort to terrorism, except the palestinians.

But it must be desperate and oppressed.
Like Northern Ireland, there must be a foreign oppressor at hand to rebel against. Just being desperate is not grounds for terrorism.
What about Afghanastan when the Russians were occupying them?
