They have that now but kids don't follow it because they know they cn just go and bithc to their parents.

what makes you think that rule would be followed...
I am also against writing new laws, when simple enforcement of existing ones could solve a problem.

It is an arbitrary, heavy-handed intrusion into the most fundamental individual rights: the rights of parents to determine how best to rear their children and the right of the students to express their individuality, subject only to parental control. It is an erosion of individual liberty.
Is the issue really school uniforms or just bad parental supervision...and does school uniforms really address that fundemental breakdown?

It's neither one of those things. The issue is that clothes/who has what etc. is distracting in school, and it doesn't benefit kids at all. It's an additional pressure that can be eliminated, and as a by-product, it can help those who have clueless parents.
