Yeah, there's definitely high-beam flashing. Don't get caught though, cause it's interfering with an officer, and that's bad.
Speeding depends on the road. 10 over is always a good estimate (actually safest is 9 over), but it depends. On a road where you know people routinely do 80-85 in a 55 (GS Parkway/NJ Turnpike), you can get away with more.
The 9-over rule is especially good in NJ 65-mph zones, because the fine print on the "fines doubled in 65-mph zone" law states that the fine is only doubled if you're doing 10+ over the limit.
