Well, how does a system designed to warn people from travelling and congregating in large areas like shopping malls help the economy (or at least that's the net effect)?
Granted, the color coded system IS pretty bad, but it also has to play to the lowest common denominator.
It's the same theory as supermarkets going absolutely batshit when the weatherman reports we're getting 3 inches of snow.
Whenever the terror alert gets bumped, people start to stock up on stuff. People at home depot crack up because of people bumrushing, buying flashlights, 2x4's, duct tape, whathaveyou.
