This is from the NJ Lotto laws I am guessing the Ohio laws wouldn't be much different.

We all know that states' educations funds go to the public schools in rich white neighborhoods first anyway.

and if anything, upon finding the ticket and cashing it, I'd give the woman a crisp $100 bill and tell her these exact words:
"Thank you for being a dumb, careless and apparently highly unorganized idiot. Now go buy yourself a Trapper Keeper. Enjoy your crispy hunded dollar bill, BEOTCH!"
Then I'd jump into my shiny brand new hovercraft and be out dat piece.

actually, on second thought, I wouldn't be as rude.
I'd find that poor woman and simply say:
"Here's $100 for ya. Once you spend it, just think about how much more you would have left if only you didn't lose that ticket, BEOTCH!!"
