I was wondering about the murder part as well. Especially given the fact that they acknowledge there is activity in the second brain.
Another angle, could you imagine -- your pregnant for 9 months, give birth and the doctor hands you that? What the hell kind of reaction would you have? I mean, it's not just like an extra lump of flesh. There's features and stuff. Ugh.

A doctor wouldn't just spring a two headed monster on you without warning.
And if taking a functional head off of someones twoheaded body is murder then is it murder when a doctor seperates conjoined twins knowing there is a good chance that one will not survive the seperation?

In all seriousness, I think if it is diagnosed that the twins staying conjoined will result in both dying, then one gets sacrificed for the good of which ever has the better chance of survival. Basically taking the lesser of two evils.
