this seems like a complex question but it's really not. until you can guarantee that the person you hire is the most qualified for the job, I believe in it.

i think buisiness owners and companies are too hypersensitive to being accused of racism so they overcompensate anyway by giving the 'minority' the upper hand in the hiring process.
