No. But, I do think something should be done to make the board more active, and I don't think begging old members to return is the answer. Really I don't know how it would be possible to increase activity without going public, but if this were a public board it would lose a good part of its appeal.

If you open this board to the public, you ruin everything it's based on.
You really want a public board, kill this one and start a new one. Just don't make this place something it's not.

The point is to evolve. The board has been lacking as of late to the activity that it used to garnish. Members forgot about the board, left because of personal reasons, left for other reasons..
It's just time to take in some new blood is all. Opening the forums should help to supplement an influx of new members thus driving up the activity.
I tend to agree with Kid A on this, opening the doors would go against why this board is here.
