There is some obscure law that they're capitalizing on in order to shut down pipe makers. It used to be you could walk into any head shop and as long as you didn't make any reference to marijuana, the business was okay. Not anymore, head shops and internet sites are getting closed down all the time. However, it's one of the best things to happen for pipe makers. A couple of years ago, there were about 5,000 glass blowers in the US. Nowadays, it's something like 50,000. Not all manufacture pipes, but oversaturation and import budget glass from China had made it hard for them to compete in the glass market. Now they'll have to work more underground, but they'll at least be able to raise their prices.
