Simple, it makes people feel like they are helping someone less fortunate than themselves.
Unfortunately, those homeless people enterprising enough to get on a train and beg for money probably rake in $100/day on a bad day. People don't see that. They don't put two and two together and figure out that the $0.50 they give a homeless person puts him $0.50 closer to a bottle of ripple to keep himself numb to his shit life.
Begging for money is not a means of raising yourself out of the gutter. It is instead a way of maintaining a lazy drunken life devoid of any and all responsibilities.
