In the background was hitlers voice giving a speech with english subtitles on the screen, slowly the images of hitler morph into bush. Then you realize the english text below is a speech bush gave about declaring war in Iraq. Then they focus on still images of bush with the text still there as well as the sounds of hitler giving his speech so it's bush's face, hitlers voice, and the text is bush's declartion of war on iraq.

Then it ends with "sound familiar"

so basically they weren't comparing them as much personally as they were comparing Bush's invasion of Iraq and his reasons as similar to those Hitler used to annex austria for example before the war.
