I have been reading this today, there's a follow-up to the WWS article here :

the thing I don't understand is...there was all this talk, even before 9/11, about putting more Air Marshalls on planes to prevent incidents from happening - but it seems, as quoted in the first article, that they CAN'T do anything until an incident takes place? If the Air Marshalls are Fed workers (they are, aren't they?) and out gov't has a shoot-first-to-prevent-9/11-from-happening-again-ask-questions-later attitude, why hasn't it trickled down to the Marshalls yet? It makes more sense to me to have them take people down on the plane when they suspect they might be causing trouble, or "testing" security's response.
Also, I think the threat of a spontaneous response by a Marshall is much more of a deterrent than knowing theyre there but they cant do anything until a terrorist makes a move - to me, that gives the terrorist a HUGE advantage, and complete control of the situation.
