I think you are both overestimating how much oversight so few people can have over so many people. I think like most things in life the oversight occurs after something bad happens, not telling everyone beforehand, here are the 18,692 things you can't do.
How is anyone supposed to know people are taking pictures of dead people emailing them? The few people in their little unit or sub-unit may know they are taking pictures (which for all we know, may be normal protocol), but what they do with those pictures afterwards, how are officials supposed to know?
