In case you aren't familiar with how our government is SUPPOSED to work:The chain of responsiblity; for the protection of the citizens in New Orleans is:
1. The Mayor 2. The New Orleans director of Homeland Security (a political appointee of the Governor who reports to the Governor) 3. The Governor 4. The Head of Homeland Security 5. The President What did each do? 1. The mayor, with 5 days advance, waited until 2 days before he announced a mandatory evacuation (at the behest of the President). Then he failed to provide transportation for those without transport even though he had hundreds of buses at his disposal. 2. The New Orleans director of Homeland Security failed to have any plan for a contingency that has been talked about for 50 years. Then he blames the Feds for not doing what he should have done. (So muchfor political appointees) 3. The Governor, despite a declaration of disaster by the President 2 DAYS BEFORE the storm hit, failed to take advantage of the offer of Federal troops and aid. Until 2 DAYS AFTER the storm hit. 4. The Director of Homeland Security positioned assets in the area to be ready when the Governor called for them. 5. The President urged a mandatory evacuation, and even declared a disaster State of Emergency, freeing up millions of dollars of federal assistance, should the Governor decide to use it. Oh and by the way, the levees that broke were the responsibility of the local landowners and the local levee board to maintain, NOT THE FEDERAL GOVERNMENT. The disaster in New Orleans is what you get after decades of corrupt (democrat) government going all the way back to Huey Long. Funds for disaster protection and relief have been flowing into this city for decades, and where has it gone, but into the pockets of the politicos and their friends. Decades of socialist government in New Orleans has sapped all self reliance from the community, and made them dependent upon government for every little thing. Political correctness and a lack of will to fight crime have created the single most corrupt police force in the country, and has permitted gang violence to flourish. The sad thing is that there are many poor folks who have suffered and died needlessly because those that they voted into office failed them. Actually, the idea is for whichever party is in office is that they be competent and knowledgeable instead of lackadisical and corrupt.
The problems in New Orleans are not specific to New Orleans but nonetheless unaddressed by their immediate officials.

Are you trying to imply that the Mayor should have ordered a mandatory evacuation for a tropical depression in the Atlantic Ocean? You oughta make it look even more alluring. How can you cite The Superdome as a reason why Nagin gets a pass, while also a reason why Bush, FEMA, and whoever else are incompetant?

Nagin doesnt get a pass, because he did not make sure to retain the 2,000 bus drivers inside of New Orleans; since he did not do that, he nevertheless implemented the emergency plan that was in place; Because the Superdome was in the emergency plan as being a place where people who could not get out in the face of the storm, thus, in the face of the storm, he tried to protect the remaining citizens inside the desiginated shelter.
After the storm hits, and all of the previous communications and power infrastructure is wiped out, combined with flooding, mud, storm surge, mass building damage, the first response goes to people dying or in danger, people drowning in their homes, people trapped in buildings. Meanwhile drug addicts, trapped in town, now going into withdrawl, combined with poor angry people with weapons. Now, when that's going on, who's supposed to be getting those people out of the shelter fed and out of the disaster area?

Ok, let's just get to something we should all agree on.
The main culprit for all of this disaster is ignorance to diaster in disaster-prone places, and this falls squarely on the heads of the individuals. I was reading this article, from the AP, on how the world is experiencing ever-growing fury from Mother Nature, as if the world was seemingly getting angrier. They cite the tsunami disaster, the earthquake in Iran, and this hurricane as being examples of Mother Nature getting more and more turbulant. This just doesn't make sense to me, partly because, for the entire history of mankind, these same places have been getting the same types of disasters on a fairly regualar, though long, cycle. San Francisco has been getting earthquakes for a long time, Indonesia has been getting earthquakes all the time, and HURRICANES ALWAYS form every year. If you live in areas where natural phenomenae occur, then you oughta to expect that, at some point, one could wipe the shit out of whatever s in its way. People in San Fran know earthquakes are probably gonna do them in. People in New York know terrorists will probably be the diaster which kills us. And people all along the East Coast, and in the Gulf, oughta know that living there includes dealing with hurricanes. Thus, if you're going to be poor, at least plan ahead for your family's possible immediate evacuation.
