It's all a cheap ploy to bait people into arguing whether or not the emoticons are animated or not. Well I won't play this game.

Isn't there an option in IE to turn off animations? And if there is, isn't it entirely possible that the two emoticons that are animated are stored in the cache of the suspect machine.
