14 is better. Still provides an opportunity for the list to be criticized and funny things to happen, which are the real points of the segment, without taking up so much time.
It also makes the game much more competitive.

I like the 21 songs. But, it needs to be divided evenly. If that cannot be accomplished, then the 14 songs would be better.
