it's part of the game. no different than a football kicker flailing.
A football kicker "flailing" to try to draw a penalty will draw a penalty against himself if it's determined no one touched him, or even hit him hard enough to cause him to "flail". Therefore it's not part of the game.
Unlike soccer.
