The term "health" of the mother is being used to mean anything. basically leaving a loophole with the right doctor. Notice it wasn't" life " of the mother. Either term doesn't really apply to late term partial birth anyway,since your already basically delivering the child and killing them before you pull them totallly through the birth canal. I mean your 9.9 out of 10 of the way there, how's that help the health of the Mother?
