foreign policy childrens rights???

I know you guys hate long posts, but at least I didn't post the whole document. Basically it says that if the Federal Gov. tries to take over what is Constitutionally a State's right, then they can separate from the Fed. gov. Any rules/laws they make that are above and beyond what is stated in the constitution become null and void. And there are other states with similar legislation
