The Validity of the Upper Decker

I was wondering what you guys thought of the upper decker. Is there any cases where it might be justified? Personally, I think it is.

Some people definitely deserve it, my old roommate deserved it, but if i did it to him i would just be forcing myself to clean up my own mess.
