Im guessing he dropped his spellbook during that fall with the Balrog in pt. 2. Ok, j/k... I have no idea..but it is a good question.
As for Jackson doing.."The Hobbit"..he wants to do it but there are some,"legal" issues involved. Maybe someone owns the rights to it and wont give 'em up?
