21% is an average over the planet. The fact says right there that 19.5% is too little for a normal working person. So unless you're feeling drastically fatigued all the time, there's no way you have 18% where you live.
I'm not trying to be an ass or whatever, but misinformation really annoys me. It annoys me more when it's an activist saying it.... even though here, it's not. But blatant misinformation should really be corrected, because people take the misinformation and repeat it to others, which makes things worse.
It should also be noted that the fire on the launchpad of the Apollo 1 mission, that killed 3 astronauts, was because they were using pure oxygen in the capsule. NASA stopped using pure oxygen for ground tests after that incident.
