Have you ever read about the Civil War? Think about it - when a state secedes, as long as all of the military bases in that state are loyal to it, that state keeps all the weapons on those bases... including smart bombs and whatever else. Not to mention, the rebels would undoubtedly have people on their side who know how to build such weapons.
And as far as Russia's missiles being "out of date"... as long as it can be shot from one continent to another, at which point it detonates multiple nuclear warheads, what's the difference whether it was built in 1970 or last week?
