That's true, but that's also normal. They have to be known in order to receive the larger amounts of votes. Kinda hard to vote for people you've never heard of before.
Just take the top 10 and the bottom 10 for example. Top 10 are mainstream and very popular. Everyone knows them. Bottom 10, I can honestly say I only know 4 of them and even then they aren't that popular.
