This email surcharge bullshit has only been going around the internet since email was created. I know I've personally been seeing it since at least '95-96 on AOL. Not before that - because before that, I was on Prodigy. And on Prodigy, since chat rooms and instant messages hadn't been invented yet, all you had was email and bulletin boards (BB's ROCKED!) - so you actually did get a number of free emails a month (I think it was 20 or 25) and after that it was $.25 per email.
A surcharge on email would do one thing - slow the fucking economy. Passing a law like that would finally kill poor Alan Greenspan.
