Let me first say, that I have found very useful information in this section of the board. With that said, here is my issue:

I have a Dell 550mhz, 384 ram computer. I am running Windows 98SE. It was Dell manufactured. It is rather old, I know. When I click on shutdown, obviously to shutdown the computer, it restarts. Every time.

Here is what I tried, as per Microsoft's instructions:

I checked the IRQ Steering: No issue
The Bios is Fine
I disabled the NVRAM/ESCD: No change
I changed the Registry Key: No change
There is no conflict with the Antivirus program, and there is no virus present.
I also re-installed the Operating System.
I also removed the exiting wave file, and that did nothing to resolve the problem either.

Does anyone have any suggestions? In lieu of buying a new computer.

After you click on "shutdown" a window pops up with 3 or 4 shutdown options. Make sure the black dot is in the white circle next to "Shut Down the computer" and NOT in the white circle next to "Resart the computer".

I know this works in 98 -

To make a -

Restart shortcut on your desktop -

Right click on desktop > New > Shortcut > in the command line copy/paste > C:\WINDOWS\RUNDLL32.EXE shell32,SHExitWindowsEx 2 > Next > Finish > Make sure it is named or you rename it "Restart."

Shutdown shortcut on your desktop -

Right click on desktop > New > Shortcut > in the command line copy/paste > C:\WINDOWS\RUNDLL32.EXE shell32,SHExitWindowsEx 1 > Next > Finish > Make sure it is named or you rename it "Shutdown."

I think it all started with the Declaration of Independence -- the idea that we had the inalienable rights of life, liberty, and the pursuit of happiness. That pursuit is what took America from the revolution to the computer age in 200 years. But the progress has come at a price. The obvious being the people that were exploited to make it possible; the not so obvious being us, the first group of people that were given no obvious frontiers to conquer. We hear stories about the good old days that don't seem to apply anymore. It's a generation gap that leaves us without role models. But the bright side is that without role models, there are no roles. Maybe that's what the 60s were all about -- getting rid of the roles. But what do we replace them with? Without any guidance, what do we replace them with? Without any guidance, the choices become overwhelming. Sometimes it just makes everything feel hopeless. So we destroy our bodies in the search of an ideal. Try to salvage relationships that don't work. We feel we must do something, instead of doing something that we feel. It is the prison of self-imposed momentum, and the sad part is that we get used to it. It reminds me of a song I heard the other day. It's called "The Going Nowhere Fast." But the people I have met here have shown me another side of Nowhere. They've pointed out the beautiful irony that stagnation makes it easy to stop and smell the roses, if we just let it. What would we be if we had nothing to rebel against? Well we could finally be ourselves, the first group of people who stopped looking for the answers long enough to appreciate the questions. And all we have to do is to make our own Declaration of Independence. We can embrace the right to life and liberty by simply realizing that happiness exists -- not to pursue, but to accept. After that the only challenge would be to make sure with the rest of our lives that we weren't just another fad. I don't know, it's an idea. What do you think?

Also, how are you connected to the internet? Dial-up modem? If so, is it external? I've seen and heard of situations where shutting off the modem after you shutdown the PC causes said PC to reboot (happens all the time here on one of the Compaq's at my job, noone knows why - happened to a friend of mine as well, he eventually got a new machine so he didn't care).

Did you disable the Wake On LAN?

Thank You JGNYC, the link was very helpful, but unfortunately nothing seems to work...Thank you to everyone else for their information as well.
Slash, I will be trying your suggestion soon. Goatweed, the modem is internal. I tried disabling it in the device manager, and it still re-started, Thank You for the advice.

If I time it right, I can manually shut it off from the tower, when it is in the process of restarting, without getting a scan disk. That seems to be the best option right now.

Thanks again, I am probably purchasing a new computer soon anyway.

Before you go shelling out the buck for a new 'puter (unless you were just looking for a reason to do just that) try backing everything up and doing a clean wipe of your harddrive and reinstalling windows.

Yahoo sucks.  Just picture a baby flipping you off here.

In lieu of sounding retarted, what is the proper way to clean your hard drive and then re-format it, after backing up the data. I will back-up using CD-R's.

Just make sure you have one of those win98 startup disks with cdrom support. Backup all your important info. Use the startup disk, choose to boot with cdrom support. When you get to the A:\ prompt use the command: format c:

When it's done, run setup from the win98 cdrom.

All done.
