When you're writing about a year the apostophe goes before the number. like this:
It was back about '04 or so when I first met Heather.
when it's a distance of feet the apostrophe comes after the number. 94' ( 94 feet)

the apostrophe takes the place of missing letters
example.
isn't = is not
'94 = 2094
I'll = I will
